Professional agency in the stream of change: Understanding educational change and teachers' professional identities

The qualitative meta-study reported here investigated Finnish vocational teachers' professional agency amid an educational reform. Differences were found in teachers' agency regarding their work, their involvement with the reform, and their professional identity. The manifestations of agency could remain stable or could change over time, and agency drew on various resources (e.g. teacher identity and the organizational management culture). The theoretical conclusions encompass professional agency as multidimensional, largely individually varied, temporally imbued, and both socially and individually resourced. Characteristics of Workplace Learning Among Finnish Vocational Students

In Finnish VET, students’ work experience is explicitly defined as workplace learning, instead of the practice of already learnt skills. Therefore, vocational students’ learning periods in the workplace are goal-oriented, guided and assessed. This paper examines the characteristics of students’ workplace learning and compares them with the characteristics of employees’ workplace learning. The data were collected with an Internet questionnaire from final-year vocational students (N = 3106). In total, 1603 students (52 %) answered the questionnaire. More skilled, better paid : labour-market returns to postsecondary vocational education

Outside the USA, relatively little is known about the labour-market returns to postsecondary vocational (or polytechnic) education. Yet, polytechnics in Europe are distinct from US community colleges. This paper focuses on the labour-market returns to polytechnic attendance in Finland, where polytechnics are representative of many European countries. Using matching methods and longitudinal administrative data, we find that, compared to individuals with no postsecondary education, students who attend polytechnics have higher annual earnings of €3,300 to €3,700 and employment gains of 2.5 to 6.6 percentage points 10 years after the entry decision. This article analyses and compares the evolving role of general subjects in the curricula of initial upper secondary vocational education and training (VET) in Finland and Sweden during the 1990s and 2010s. The research illustrates how Bernstein’s concept of ‘pedagogic code’ supports comparative studies on principles guiding changes to curricula and how the role of general studies in VET has been redefined. The findings show that while a principle of ‘market relevance’ has been central to VET over the decades since the 1990s, it has been subject to varying interpretations.
